Marc Pallemaerts, Senior Fellow, Head of Governance Team, Editor. An international lawyer and political scientist by training, he has extensive experience in academic research and teaching as well as in policy work. He has been a policy adviser to the Flemish Regional Environment Minister, to the Belgian Federal State Secretary for the Environment, and was Deputy Chef de Cabinet to the Federal State Secretary for Energy and Sustainable Development. During the Belgian Presidency of the EU in 2001, he chaired the EU Council working party responsible for the climate change negotiations and acted as lead negotiator for the Presidency at COP6bis (Bonn) and COP7 (Marrakech). From 2003 to 2005, he was chairman the Meeting of the Parties to the Aarhus Convention. Before joining IEEP, Marc was a Senior Research Fellow at the Institute for European Studies at the Vrije Universiteit Brussel.

Nigel Haigh, Honorary Fellow and founding Director of IEEP, and founding editor of the Manual. Nigel is recognised as a leading authority on the development and application of EU environmental policy. He has been the author and/or editor of the Manual and its fore-runner 'EEC Environmental Policy and Britain: An essay and a handbook' since 1984. Nigel has been appointed by the European Parliament to the Management Board of the European Environment Agency. Previously he was a Board Member of the Environment Agency (for England and Wales).

David Baldock, Director. David has worked at IEEP since 1984, becoming Deputy Director in 1992 and Director in 1998. Prior to becoming Director, he led IEEP's programme of work on agricultural and rural environmental issues. As well as being an authority on the CAP and the environment David has worked on the implementation of EU environmental legislation, on different aspects of enlargement, and on EU strategy with regard to environmental integration. He also has an active interest in sustainable development and the external dimension of European policy. He is an Honorary Research Fellow of the University of Cardiff.

Patrick ten Brink, Senior Fellow and Head of the Brussels office. Patrick is an environmental and natural resource economist and has worked for over ten years on environmental policy and economics. He has worked extensively on policy instruments - notably on environmental taxes and on voluntary agreements - and with particular experience in the climate change and industrial pollution areas, notably relating to the energy sector. He has also advised on the process of implementing EU legislation in the Candidate Countries as part of their accession process. Patrick has worked for UK government agencies, the European Commission, European Parliament, European Environment Agency, the World Bank, as well as for the private sector. He has published widely on environmental and energy issues as is the editor of the book: Voluntary Environmental Agreements: Process Practice and Future Use (Greenleaf publishing).

Jason Anderson, Senior Fellow and Head of Climate Change Programme. Jason joined IEEP in October 2004. He has a BA from Harvard University and an MS and MPP from the University of California, Berkeley. Jason focuses on climate change and energy policy. Prior to coming to IEEP, he worked for 5 years at Climate Action Network Europe in Brussels, following a range of climate change and energy issues, attending many of the UN conferences, lobbying on EU legislation and initiating a range of research projects e.g. on CO2 capture and storage. Jason previously worked in Washington DC and Denver at the US Department of Energy, followed by two years in Honduras promoting solar energy.

Dr Andrew Farmer, Senior Fellow. Andrew is a biologist by training and specialises in EU legislation in relation to water and air pollution, and pollution control. Before joining IEEP in 1997, Andrew worked for English Nature as its atmospheric pollution specialist and sustainable development co-ordinator; as a Research Assistant at both the University of Wisconsin, USA and Imperial College, University of London; and as a Research Associate at University of Florida, USA.

Malcolm Fergusson, Senior Fellow. Malcolm has worked for IEEP since 1993 and leads research in transport, energy, environmental indicators, green accounts and noise. Prior to working at IEEP, Malcolm was the Director of Earth Resources Research.

Andrew Jones, Senior Fellow. Andrew started in November 2006 and is responsible for policy issues regarding Biodiversity. Andrew previously has a background in research on habitat management and restoration, agri-environment scheme development and in conservation of genetic resources. He has specialist knowledge of hedgerow and grassland ecology and has worked in both NGO and governmental scientific sectors.

Indrani Latchman, Senior Fellow. Indrani joined IEEP in 2005 and is a fisheries biologist by training. She has over 14 years of experience in the areas of fisheries and environmental policy at a UK, European and international level. Indrani has a wealth of experience of the CFP, having designed, executed and commissioned several projects related to the mid-term review of the CFP in 1992 and the 2002 review.

Vicki Swales, Senior Fellow. Vicki started working for IEEP in 2003 and specialises in agriculture and rural development policy. She also has a strong interest in the environmental aspects of food production. Before joining the Institute, Vicki was Head of Agriculture Policy at the RSPB . She was a member of the Government's Task Force for the Hills in 2000/1 and retains a strong interest in farming in upland areas. Vicki is currently an Independent Director of Assured Food Standards and is responsible for advice on environmental matters.

David Wilkinson, Senior Fellow. David has worked for IEEP since 1990 and has particular expertise in relation to EU institutions, spatial planning, EU funding for the environment, Structural and Cohesion Funds, environmental auditing and reporting, and environmental information. Prior to working at IEEP, David worked at the Planning Exchange, Glasgow; and as a Senior Lecturer in Politics and Government, the University of Hertfordshire (formerly the Hatfield Polytechnic).

Tamsin Cooper, Senior Policy Analyst. Tamsin joined IEEP in October 2005. Before joining the Institute, she held a post-doctoral Research Fellowship at the Centre for Environmental Policy, Imperial College (UK), where she was a principal researcher on a 5th Research Framework Programme project, `Scenarios for reconciling biodiversity conservation with agricultural decline in Europe's uplands'(BioScene). She continues to hold an honorary Research Fellowship with the Centre. Tamsins's PhD, completed at University College London, examined the role of cooperatives in the restructuring of the wine sector of the Languedoc, Mediterranean France, within a broader analysis of the social and structural processes of rural change and difference across Europe.

Catherine Bowyer, Senior Policy Analyst. Catherine joined IEEP in 2002, having previously studied Environmental Sciences. She covers information in the Institute, and has completed work on waste management, the implementation of EU policy, pollution and ecological risk assessment. Prior to joining IEEP, she worked for a local authority and an environmental consultancy.

Thomas Binet, Policy Analyst. Thomas joined IEEP in May 2007. He graduated from the Institut National Agronomique of Paris with a master's degree in fisheries sciences and aquaculture. Subsequently, he joined the OECD Agriculture and Trade directorate in 2006 as a junior policy analyst and was involved in preparing several fisheries policy and economics publications.

Kristof Geeraerts, Policy Analyst. Kristof joined IEEP in December 2006, a political and environmental scientist by training he has six years of experience in academic research. Before joining IEEP he was a research assistant at the Department of Political Sciences of the University of Antwerp.

Peter Hjerp, Policy Analyst. Peter is an environmental chemist by training who has since specialised in environmental policy. He has worked on a number of projects related to structural funds, environmental assessment and integrated pollution prevention and control. He has been an Associate since 2000, and joined IEEP as a member of staff in 2004.

Martin Farmer, Policy Analyst. Martin joined IEEP in 2004 and specialises in agriculture and rural development, as well as covering information in these areas. A geographer by training, Martin previously worked for University College London's Research Unit for Rural Europe.

Justin Bartley, Policy Analyst. Justin started work at IEEP as part of the Agriculture and Rural Development team in February 2006. Since then he has contributed to research on a number of projects including several related to Cross Compliance, and evaluation of Less Favoured Area policy, and MEACAP. Justin originally studied environmental chemistry with a year in Germany as an undergraduate. Since then he has completed an MSc specialising in Ecological Management. He previously worked as a Project Officer for the Westcountry Rivers Trust.

Samuela Bassi, Policy Analyst. Samuela joined IEEP's Brussels office in 2005. After graduating in Economics she undertook an internship at the Permanent Mission of Italy to the United Nations, dealing with human rights and social development. Afterwards she joined an environmental consulting firm, providing advice on environmental management systems, IPPC, Emission Trading, EIA, BAT, national and European funds, territorial planning and environmental legislation.

Marianne Kettuene, Policy Analyst. Marianne started at the IEEP’s Brussels Office in 2005. She holds a Masters degree in ecology and she is specialised in issuesrelated to conservation and sustainable use of biodiversity. Prior to joining the IEEP team she worked on diverse projects in Finland, Belgium, the Netherlands, Senegal and Peru. At the IEEP Marianne works mainly on biodiversity and nature conservation. In addition, she also has interest and experience in issues related to biodiversity and development cooperation.

Valerio Lucchesi, Policy Analyst. Valerio joined in December 2006, previously working as researcher at Agricultural Economics and Land Resources Department in the University of Florence (Italy) dealing with EU research projects on agriculture sustainability. Before this he worked as a researcher for the Scottish Agricultural College on the application of the CAP and at the Eurostat Directorate of Environmental, Agricultural and Energy statistics, as project manager on statistical cooperation.

Carolina Valsecchi, Policy Analyst. Carolina joined IEEP in October 2006. Before joining the institute she worked for Fondazione Eni Enrico Mattei (FEEM) as part of the climate change modelling and policy unit. This included: the evaluation of national and regional energy/emissions policies; the development of GHGs emission scenarios; the assessment of sectoral energy policies; and the analysis of environmental policy integration within a multilevel governance framework.

Emma Watkin, Policy Analyst. Emma joined IEEP's Climate and Pollution team in May 2007. She has a degree in European Studies and French,and spent nine months of her studies as in intern with a UK MEP in Brussels. After graduating she lived in Brussels for six years, firstly undertaking a 'stage' in the Secretariat-General of the European Commission. She then worked for the Brussels representations of two UK regions (the East of England and London) on EU environment, transport and energy policy, as well as coordinating their communications work.

Sirini Withana, Policy Analyst. Sirini joined the IEEE London office in August 2007. She has a Masters degree in International and European Politics from the University of Edinburgh and a first degree in Economics from the University of Cape Town. Before joining the Institute, she worked for the Environment Agency for England and Wales as part of their EU and International Relations team and in the office of the Chief Executive.
