1.2 Approach of this Manual
Matter included
All Community Directives, Regulations and Decisions which can reasonably be described as forming part of the Community’s environmental policy and are capable of having an effect on Britain are included in this Manual and generally their effects in Britain discussed. A chronological list is provided in ‘Directives decisions and regulations’. Non-binding items such as Recommendations and Opinions encouraging the recycling of paper and the protection of the architectural heritage are not included here since any effect they have had in Britain is not noticeable. International Conventions to which the Community is a party are briefly discussed in one Chapter (Chapter 13) and another provides an introduction to the subject of integrating the environment into other policy sectors (Chapter 3).
To be useful a Manual of this kind should be complete, but there are always difficulties in deciding what constitutes completeness. The guiding principle adopted here has been to include everything listed by the Commission as part of its environmental policy as well as other items that are clearly environmental in their purpose and which can affect British environmental policy. A brief summary of items of formally proposed legislation awaiting agreement is provided in ‘Legislation awaiting adoption’. ‘Proposals being developed’ contains proposals not yet formally presented by the Commission but noted as being under development in eg Environmental Action Programmes, the annual Programmes of the Commission, or in Declarations of the Council, or replies to questions in Parliament.
