1.2 Approach of this Manual

Community environmental legislation can be conveniently divided into ten subject matter headings (water, waste, air, harmful substances, radioactivity, wildlife and countryside, noise, environmental information, finance, and climate change.) Each of these ten headings is the subject of a separate chapter in this Manual.
Each chapter is in turn divided into sections dealing with each item, or group of items, of Community legislation, and is preceded by brief outlines of EC and relevant UK policy. The section on British policy is not intended to be complete but only to cover the same ground covered by the Community legislation that follows, its purpose being to position the Community legislation in a British context. Each section is usually divided into the following parts:
Purpose of the legislation
The purpose is not always easy to understand from the text itself, and is therefore set out in a few lines.
